Can a faulty heatsink cause...?

Can a faulty heatsink cause programs to run slowly? My computer has been running slowly lately (games lagging, apps taking forever to do anything, videos going out of sync with the sound), and also there is something wrong with the heatsink or fan that causes my computer to shut off due to overheating a lot. A Dell technician is coming to fix the overheating problem, and I'm hoping that will fix the rest too. The thing is, I just rebooted the system and reformatted the hard drive, so I know it has to be a hardware problem. Could that be it, or might it be something else? Anyone know?

Sounds more like the hard drive.

Run a check on the hard drive.

Turns out the fan/heatsink piece was the problem. It got so hot that it actually welded itself to another piece. I never knew that heating could affect performance so much. I feel like I got a brand new computer.
